Have your rental property inspected and make water efficiency compliant if it isn't already. Which means that none of the taps are to be leaking and the kitchen tap, bathroom basin taps & showers are not to exceed 9 litres per minute (flow rate).

Once this is done YOU the landlord can then charge your tenants for water usage, of course this only applies to properties that are single metred (for example Landlords that own rental properties that share a water metre with other properties can't be charged for water usage)

The rental property needs to be re-inspected at every change of tenancy as there could be leaking taps or previous tenants may have removed water restrictors that have been fitted to make the property compliant
